After a new government consultation paper, those affected by diseases caused by inhaling asbestos could be entitled to a maximum of 5,000 pounds.

This paper reverses a controversial decision by the Law Lords last year, which stated that insurance companies were not liable for compensation. The "no fault" scheme had been introduced to speed up payments to suffering from "pleural plaques" a condition that can lead to serious diseases such as mesothelioma and lung cancer.

The activists, however, are unhappy that requests to remove the insurance liability company decision total have been firmly rejected. This has also been met with indignation by politicians such Labor MP Michael Clapham, who said:

"The disease is caused by exposure to asbestos negligently causing a physiological change, and the victim should be compensated.

He continued:

"This is a disease of the working class and there is no doubt that if I were a disease of middle-class judges have devised a way to pay compensation."

Liverpool and The Wirral, are considered hotspots for asbestos-related diseases, with cases of conditions that occur at the level higher than the average national. In total, 1150 people died of mesothelioma in the region from 1980-2005.

Among the worst affected areas were Ellesmere Port, Neston, Halton, Knowsley and Sefton. This is because the region's tradition of shipbuilding and heavy industry, which over the years have led to high levels of exposure to asbestos.

The death toll is expected to increase in coming years, experts predict that at least 2,450 related deaths could occur each year nationwide by 2015
