Originally introduced by Sen. Orrin Hatch, the law just would establish a trust fund of 140 billion U.S. dollars to replace the litigation as a means to compensate asbestos victims and limit liability.

The maximum would be $ 750,000, but with an estimated 500,000 potential claims. The fund would quickly deteriorate and could not pay the victims. ($ 375,000,000,000,000 would necessary according to the estimates, if each received the maximum)
